My other towns have not had this problem. This is kinda new to me. I've had this game before boats were implemented and I haven't had this problem before.

I use 1.2.84 version. Yes electricity and water is connected but I cannot buy schools yet. There is parks there. I have waited for over 30 minutes for them to build and the bottom yellow zone is farms.

If you see the screenshots the areas I've marked for commercial, industrial, residential, and farm are not filling in with buildings. I think so. It says its bought but I haven't paid much attention to see if there is any new buildings.

I bought the building package 1 for 100 gems which brought to 0. I come back later and it says I have 90 gems and a free package of gems. I click to watch a video to double it but a video doesn't load and I dont get the free gems. Later I come back and I have 0 gems.

I swear it wasn't connecting. The roads would stop but now they are connecting. I dont know what I did but at least thanks for helping to try.

I try to use the normal to fix it but they do not connect.

I try to use different roads to see of they connect but that doesn't work.

I am below 10000 residents and I accidentally broke part of my national highway. Is there a way to fix it and if there isn't is there a way to make it so for any upcoming players.
