In Sandbox mode, one can create National Highways but in any other mode I can’t find how to do this. I inadvertently deleted a section of a Nat’l Highway while editing a harbor zone. I’ve since replaced it with regular Highway just to keep it connected but I was curious if that unlocks at some point...

You can delete them with the bulldozer tool. It’s easiest to wait for them to clear an area and stop moving, and while I haven’t done it while they’re moving, I’m sure you can. You will likely bulldoze any trees and not be able to collect them as resources. May as well let the cutters go until they ...
