And each one: i have 95+ rating in any field, but total rating is round~88. Why?

City halls, hospitals, poloce, fireguards, low edu, high edu, parks, relgion - all this zones cover 99% of town. Why i cant reach more then 22k habs? New ppl dont come and habs dont want to turn into bigger houses. What i do wrong?
