Even If I add 10 full plots of resident 1 or 2, the demand doesn't go down and Ill put it at triple speed and it still doesn't go down, and how do I make the tier 3 zones?

I have a full track with a complete loop of tracks running through 2 train stations but I've only ever seen people take it 1 or twice, the usuage would be like 2.5% and then go back down to 0
