I got the achievement. I had to take out the plugins folder temporarily like a plugin-less city and get it then put it back.

I’m at the highest rank and my steam didn’t pick up the achievement anyone know why

I've been trying this. Built a circus and a lot of haunted houses and still nothing.

Any clue or hint?

EDIT: been building haunted houses and then destroy them. Is the achievement bugged or it's extremely rare lol
