I think it's probably impossible as long as the developers don't include it in the region generator. I do think that a moon decal plugin might help you. Generate a regular map, replace grass with that moon decal. Problem is, I'm unaware of any moon decal plugins...

I understand that you are just starting to create your plugins and you need help. Just draw what you need, go to the plugin creator's website and enter everything you need there. For more details, lobby has information about creating plugins.

If you're talking about this plugin store, note that you cannot use it to install plugins since it's only preview of the published plugins. I recommend downloading plugins from the in-game plugin store.
