The region and maps were made 7 years ago. Probably math overflow causing the negative build dates. I think that there are other cities to unlock in the region.

Level 3 commercial do best when there are level 3 residentials and industrials to interact with.
Level 3 residentials like parks, schools, high schools, hospitals, good transport, etc.
If you manually build buildings for which there is no demand, it will soon turn gray..

um there is a video on youtube that shows which industrial buildings have oil, so you could build them near the launch station. Not too near, because as you probable know the launch station always explodes
