Indeed remove traffic lights and try playing around with one way roads

Using more roads will lessen the traffic on each individual road.

You may also use oneway roundabouts instad of cross streets with traffic lights which only allow traffic through 5/7ths of the time.

Green for the lights is a period of time 6000. Yellow 1000.

Traffic generally stops on yellow. The cars don't start at full speed when green comes.

They won't lessen the traffic at an intereection, but they will keep traffic moving. But, they have to be oneway.
