Sharing Stuff between cities

So I recently found out how to share electricity between cities but it would be Also useful to be able to share electricity, water, sewage, unemployed population to move to other connected cities to work, students who can't find a school, airport traffic, car traffic, etc... and also the ability to allow or disallow sharing between other players as this would help in Role Play politics
