radio station won't upgrade

radio station won't upgrade

I keep trying to upgrade the radio station. I have watched it upgrade to each level, but it still says only one upgrade was done. It shows 1 of 4 every time. 😓

Yes, only one upgrade at a time. Each upgrade is simply to change the influence of the radio station.
