It's strange as I cannot reproduce that. In debug mode you can see build time in the list of all buildings, so may you take a look what's stated there?

Sometimes, when I saw buildings that take time to build, I'll destroy them and new buildings built normally in a normal time as usual

Just reset the deafult city and fast forward it and you will find the strange building

Ah, thank you. Resetting the map resets it's time while buildings in construction already habe a fixed finished date which then lies a bit in the future.
