So let's say one is to create a decal that resembles a porta-pottie and wants to have both people like standing in front of it but at the same time have another decal under which can be layered... Like the porta pottie decal is recognized by the game to appear in front of the other decal... And the you can place a person standing in front of the porta pottie... Would the be possible? I will give an image for example....

No. Decals are just colored grass. Can't build grass on top of grass.
