A plug-in that makes your roads degrade over time of you don't pay for services to repair them would be really cool. Basically use road decorations and fun to add cracks and potholes to roads that are used waaaay to much that will slow cars down.

How about billboards and banners as road decorations.
Billboards would basically be the same as the sound barrier and glass wall road decorations, but have colorful ads on it ( these could also be the same in game ads used in @MONTEMARINO Chinatown plugin.
Also banners could hang between something like streetlight ( or any tall thin road deco thing).
Just some suggestions.
