Maybe, but decorations don't cost anything (yet) and have no influence. Also industrial decorations (and others which are planned) don't really fit into parks.

I do not think so. A Park has a positive effect on a city. But tiles like a small parking lot or a road sign might be usefull in a city, but they should not really have an positive effect. I think the game would be ways to easy, if the player could build many, many deco tiles with positiv effect.

Right, now that we have decorations I think it's time to remove them from parks.

They are already in decorations, so it's a duplicate. The problem is, that you will loose the park decorations you've already built.

The mentioned missing decos are actually parks and will stay where they are (maybe a little bit inconsistent, but they were actually meant to be parks)
