Make a map with only sand

Yes, I think there is, but it would be nice to have that option already built into the game's "new city" dialogue, so that you don't have to juggle around with plugins or turning a whole map to sand manually in the game.
Personally, I would like to build a modern desert city like Dubai etc. That could be very interesting.
