I'm afraid not. Canada unfortunately is already claimed apparently. if you want, you can claim the NPC's land (in green on the list), or claiming unclaimed land on the official roleplay map, or alternatively having a chat with RayXP so he can help you find a place where to create your country.

Argentina should be fine, but Luxembourg, although it is still present on the outdated map (outside the column graphs) it is claimed.
