That's not fair :) You've just built super high-density buildings. Let your city grow by itself.

What's not fair?

Most of the city's land area wpould have to be schools, hospitals, and parks to get the inhabitants to move in.

You can see that those three pinkish red high density residentials need clumps of schools and hospitals and a super park to get them more than a third full.

Due to recently instated Toiiol city government building population limits, all plugins received new max inhabitants numbers. As a result of this, the population made a sudden jump upwards. And then dropped! It stabilized at about the same number it had been before.

Most buildings numbers were reduced, but it was found during the overhaul, that one low income plugin was vastly under-populated.
The center shot show the effect of the tax rate having to be raised due to the drop in the high income population.
The third shot shows the increase in the number of schools needed to be added. Hospital population increased to over the max in many places, but this does not reflect the additional hospitals added. Surprisingly, high schools were OK as is.

Had to pause it immediately, as it dropped 100,000 just in the copy city process.

Had to build power plants and water pumps :)
