AToiiol41 was over 1,800,000 when I copied the city to Atoiiol42 which had a population of 1,700,000 which I opened without plugins (except sample house which the game always makes if is not there). I had to build water pumps and power plants immediately (because those were included in my plugins) by displacing industries. The population stabilized at the population shown in the screenshot.

That means some good will be happen.i wait for next update.
