One of my region cities was in the red due to a disconnected power plant (plugin change).

Estate was red too.

Removing the power plant gave me 25,000,000,000. It was a 50,000,000,000 power plant.

Cost 20 (Example), and the refund is 1/2 of it...

Use the console command to create a region from one seed.

Map Sizes are:
1x1 - Medium (1)
2x2 - Big (2)
4x4 - Large (4)
6x6 - Colossal (6)
8x8 - Giant (8)

Please do not forget about that!

But it's quite restrictive when talking about sizes. If you want a bigger region then you can follow this guide or use the console
