i think it is ment to sell to other city, for the other city
to recycle or like a city with an incenerator for garbages

For people who didn't understand what waders mean:
It means sharing garbage services at other city. For example, a bigger city will send its own garbage trucks at a smaller city and collect its garbage then bring it to the bigger city's dump. This is effective in medium sized regional cities, as the incinerator or dump's pollution space might devour a huge part of the map.
And the smaller city will need to pay money for garbage services

And when you brought the IAP, then it will greatly help you! Think of the giant pollution influence you'll get when you build a landfill/incinerator in medium map.
