I think he means that the build button in the top right corner isn't usable. That's indeed a bug, thank you for spotting it.

In case you want to know how such a tutorial is implemented: It's just a mess
You might notice that no translations are supported for it, yet. I'll wait until I'm sure that we won't change too much to it. Changing translations afterwards is a nasty thing.

I already wait until I have my diamond delivery and I really liked the tutorial but for a touch more attached to reality in the beginning of cities would block the industrial zones until having 1000xp and change the color of the agricultural areas to coffee
