In my opinion it's simple, the most work is in programming
That wouldn't really work due to balancing issues. lvl $$$ inhabitants with lvl $ zone isn't balanced.

Yeah that's really hard to make this optimal for everything.
Some buildings 1x1 was high and will be TT also it match for high-dense so can be build in TTT same with T and TT

I hate the all 1x1 buildings is T, etc.
But I like the zone 3.
