I want to know how to download plug ins from forums and not just the ones off of the store

As far as I remember, IOS doesn't really support anything like that. Unless I'm not remembering this correctly, you'll be stuck using the in-game plug-in store on IOS

Yeah IOS dosent do that type of stuff.

or the files app on you device: https://support.apple.com/en-au/HT206481

Put the plugin files you downloaded from the forum in the plugins folder of TheoTown and you are good to go
