Preventing Cars from Spawning

Is there a way to prevent cars from buildings from spawning? Certain building types, like police stations or fire departments, automatically spawn vehicles, but I want to turn this off. Is there any way to accomplish this?

Has this ever been mentioned here before? I don't recall ever seeing anything like this except in the changelogs once.

I probably implemented and forgot about them. Happens from time to time.
