As you can see, even though enough water is produced and water reaches all buildings, buildings still want water. And then when we look at those buildings, we see that the building is abandoned (The average happiness rate is around 75% and there is no happiness rate below 50%). So why do abandoned buildings start asking for water? Why is this happening?
