I just started playing and i soon found out there's an absolute crapton of stuff to do but not enough space and i also gat an option to link roads with neighbouring cities, so can i link two cities together to make one big city with shared resources and stuff?

You can link road, water and electricity. Also funeral services and I think garbage. The city exporting can make money by providing the services. The city importing them pays. These can be activated in the neighborhood commercial page. The imports and exports are not automatic.
