Lightning bolts

As a player of Simcity4000 for Windows XP , when it was first launched, i remember there being a lightning bolt tool.
That's the only thing missing in the weather tools , like in the disaster section
It was fun playing sim city 4000 to take the lightning bolt tool and strike things and catch it on fire lol!! People seen running out of there homes screaming .....
Outside of that, Theo town is much the same.
So can someone add a plug in? Or perhaps there's an app to write something and upload it to the game community . Thanks
