This is a conclusion based on top what I mentioned as (CityHSTI) like on the example on top was I mentioned is a value issued on top with a rate.On below I will give a example.Maruity of bonds are based to value are listed in below. On the years and payment can be concluded as 3 in below.Firstly, pay below was set on below what listed on start the bonds like when you as city mayor what listed release a bonds who will due in 5 years in 8.85% like this below are a investor who was buy a certain amount of bonds,like $10,000,and will be due on 5 years.when the due date is today,the investor who will get the $10,885 as fulfill of the value and government who has payed about $10,800 as all.This mean government who payless $85.This is a example of Pay Less mentioned on top.
Secondly, Pay at par who means pay at 100% at all that means no less.Like the example on top that means that investor are get all of interest or divdend as $10,885.On the last, as the pay more than who mean the government give more than 8.85% .Based the example on top,this is mean of the investors get a certain amount as more than the $10,885 as the value or reward for their investment.
3.The New Industry on sea like the oil rig and fishing area for make extra income to city.Example a country of OPEC like Brunei who has controlled about 90% of total income and fishing is will be a related industry like a food processing industry who like on market like Sardine on Can and A big whole of food industry.
4.A Bank Who controlled a based of a financial system who has a job of Central Bank of a country like the based loan rate in a value for management of a liabilities,hire purchase and etc. of a finance system.

I mean, who would want complicated financials in the game? TheoTown is just a citybuilding simulation, not a governmental finicials. I opposed this suggestion

I agree. I mean it reads like one of those software agreements that once you broke the shrinkwrap to read the agreement, you find that you already owe them $10.85. ☺
