Best app for pixel art on computer

Hi guys, I'm thinking of making pixel art on the PC now, my hands get cramped on my phone now. Which app do you recommend that's like pixely?
I've tried to use Bluestacks, but it runs horribly.
And also try not to recommend a web-based one! If you think it's really good, say it anyway.

I would go for Paint.net or GIMP, but I would love to use aseprite.
But I still do everything in Pixly since I'm used to it.
