Transportation bug

So I made a new region, and started playing normally now that TT population started appearing, most of them have low transportation problem, I added buses and trams(railroad expansion plugin), but they still have low transportation, after that farms now also have the transportation problem, I don't know what's causing it!!
High traffic interchanges are far from these places.
Is it a plugin causing it?
What am I missing?

i have this problem in katori plugins, when i manually build those TTT residentals, their statics shows %50 transportation, even i build taxi, bus stops and metro it doesnt go up. Is there is a problem with the game or its just my plugins that have a problem?
