Could someone do this!

I have this city its very big and is built for looks. There is one problem tho most of the buildings are commercial. I have this idea but as I have no clue when it comes to creating plugins. Could someone make an invisible 1x1 cube with the maximum population limit fo this "building". I am guessing i cant be that much work and would really apriciate it.

Yes a 1×1 one "building" with no textures and like 10k population capacity

Well i was hoping if someone could make it or let me borrow the files
