It is locked as there is not debatable (Discord TOS literally forces one to ban people that do not match the minimum age requirement and to report them), henceforth you cannot post on it. I would advise to get acquainted to the basics of forums before creating hundreds of threads.

I am British though, not American, I don't agree or even want to follow COPPA laws, as I am British, COPPA is America,
