How to create waving effect for flags of buildings

Good day. I just started creating my own plugins for my own region. I was wondering if there's a way to create a waving effect for flags attached to plugin buildings. I want to give the flags a waving effect so that it may look a bit realistic and not just a still image. Thanks for any response.

Yes you can using animations, although you must code it onto the plugin itself. Some flags do have waving animations already provided though
