Not connecting to other cities in online region

Title says it all but to elaborate, I can't connect my online regions cities. Even tho when I add a connection say, a rail or country road, it does actually port into the new city block. Neither do water pipes, is trading water and electricity online possible? Me and a buddy wanted to build a region with only 1 or 2 cities producing supply . When we connected it gave us the prompt of "connect to city" but when you switch over to the new city the connection isn't their, and neither is neighbor commercial options.

Yes, this is a known issue. It sorta has to do with permissions
