Why’s the sound effect for when you click on education so creepy?

I’ve always wondered this since I began playing back in 2013. It always bothered me and I’d like to know why. Is it not supposed to be that way?

I think the sound effect referenced about school reesses as you heard the bell/alarm and some children are happy running to the cafeteria

I guess you could put it that way, but it sounds so... odd.
