maintain high level industry zone

how can I maintain high level industry on city, i have created it by myself, how can I keep it running? it is not enough population ? my city already have pier.

Some of the high level industries like parks nearby. Also, if you don't yet have many high level residential and commercial, the high level industries won't stay populated.
