How many plugins do you have?
For example:
there can only be 5 6x6 plugins with space for 2 1x1s or 1 2x2 left.
Or:
8 4x4s, 16 2x2s, or 32 1x1s.

What does this file say? It'll be in the plugins directory.

I couldn't tell you how many plugins of each size i have but ii know that in general i have atleast 30 plugins
