I have already made a topic about this problem but only %50 of the problem fixed.

Now policemen and fireman can go to the incidents on time.
But happiness is still so low.

Let me explain it with screenshots.

Happiness should increase over time, except if buildings still burn down and crimes happen successfully.

Also I have the same error in my city and The Alliance play a long time and did not increase them satisfaction

Yeah that happens to me aswell but since it pisses me off i bust replace their house with a police department...

Nah, mine was working well...

if you can't post an avatar to the forums
Make sure it's not bigger than 101x101 pixels and less then 100KB
And you can resize photos with photo editors
