houses won't spawn on dense residential and normal residential

i just created a giant map,and then i declare some residential zones
but,why houses won't spawn on it?

It takes time.
Place parks, schools, fire and police, hospitals, etc.
Also make sure you have commercial and industrial zones also.

i forgot to build the commercial zone
i might build the commercial zone and see if the houses would spawn
