Low fps on an empty map

Hello. I'm playing a licensed copy of the game on pc from steam and I've encountered a low fps problem. I just created a new region and wanted to start the game on an island region. But I was met with very low fps.

The specifications of my computer are below:
Intel Xeon E5-2689 8 core 16 threads 3.6 GHz
16 Gb ddr3 1600 MHz Ram
Nvidia GeForce GTX 960 2gb

Game installed in Nvme SSD Kingston NV1
I also noticed that the game does not load my computer at all. 1 fps, but the processor is loaded only by 16 percent, and the video card by 1.4 percent.

I'm not even close to an expert for stuff like this so take this with a grain of salt.
Your GPU, RAM seem pretty overkill for running something like TheoTown (I don't think the SSD matters too much here). However, the CPU seems to
be an older model (released in 2012) which might be the bottleneck here.
