Night Animation for Road Deco not working

I've tried so many time thinkin what's wrong on my plugin. Theoretically this should work as intended but I don't know why this doesn't work. I know the problem might be on the json itself yet i just don't know where.
Here's file for inspection.
The arch is workin but the night animations doesn't.
