Here is the thing, this game is 2D, it createa an illusion of 3D thats all. so it's impossible to make a mountain, even if they make a mountain(fake), player can't build things on it.

If they added a mountain maybe it could be a park or something although i doubt they would add it to the game considering that they only have so much space left for buildings.
