National Highways

In Sandbox mode, one can create National Highways but in any other mode I can’t find how to do this. I inadvertently deleted a section of a Nat’l Highway while editing a harbor zone.
I’ve since replaced it with regular Highway just to keep it connected but I was curious if that unlocks at some point or no?
