Cars not spawning and game repeatedly giving a major error

This game is completely broken for me right now. Cars won't spawn and every few minutes it gives me a "serious error." It says "java.lang.IlligalArgumentException: bound must be positive." I don't know what that means. I also don't know what caused either of these, but it happened after a random update a few days ago. This is only happening on the android version.

Edit: traffic is spawning but special vehicles won't spawn (fires and epidemics are very frequent so you can see why this is a problem)
