Well yeah, but it will help but if you place a building under it, it won't because of blockage.

If the cloud are moving fast and so many of them in the sky will make the game take up the memory full cause it has very big textures, and maybe can make the game crash if someone have a potato phone.

Click the green plus, then more content in the menu.

Then scroll down until you find the weather machine.
It will be in the management icon menu.
Place it in your city. You can make it sunny all the time.

Or you can upgrade it to add fog.
