They will be published when I can pack them together + I want to aim for 1 release with lots of content not update after update

Create the json code and a manifest for each, then compress them all (including images) into a zip file.
Then you can test it on theotown and you can publish it!

I've never got declined except once because the plugin didnt even function which was my fault
