Your plugin must have high quality plugin......unlike me since I am a noob. Add details and shadows and add some people or vehicles (optional) on the ground. Your plugin will be approved if its decent...unlike my plugin because I am a noob lol

I think the main reason is the Quality or how useful it is.

I guess when the downloads of that plugin increases rapidly, it gets popular and gets featured. Many factors will affect on how those downloads grow
