Restoring In-App Purchases

Hello everyone!
I redownloaded the game and can't seem to restore my purchases. When I go to click the button, it tells me to restart the game and they should be there but they are not. I've reinstalled the game a couple of times and still no luck. Any help?

Its not the plug-ins I'm having trouble with. I had bought the underground tunnels and the fast speed. When I go to restore and do the whole process they are not there.

They can only be bought with diamonds. The restore purchase option is only if you have purchased diamonds before with real money.

I brought the extra stuff with real money. I have the receipt for both items.

The free tunnels are gotten by building the road authority building in a map.
The fast build time is real time on any map and runs out. Blue.
The fast speed is on the map it is purchased on only and is saved when not in use. Yellow.

Ok, I need to re-explain on IOS they are items that you can buy. When bought there is no time limit on those items and you are to freely use them. I uninstalled the game and then later on reinstalled the game, to my surprise it is trying to make me re-buy them. Even after pressing restore purchases. I have the receipts for those items stored in my email and will happily show yall if needed.
