Demands will change overtime. If the bar is below the line it means they don't want that, if the bar is above the line it means they want that. You can manually made the demands up or down if you're on Sandbox

Yes. Its the problem. But I Don't Want To Change Mode To Sandbox Into My City. Because Sandbox Will Not Get Tax Or Money From My City.

Yes. Its the problem. But I Don't Want To Change Mode To Sandbox Into My City. Because Sandbox Will Not Get Tax Or Money From My City.

Well then wait until the demands go up.

You can place residential before, I see the people demands was higher than the line.
