No residents moving in, education percent stuck

Recently in an online region I made a small city in sandbox mode that should hold a few thousand at least, however there is nobody moving in and I am stuck at two residents strangely, after it dropped from 2 million when I had acquired the plot that was free. Also, my education (I have both a big high school and a big elementary school), that cover all of the city yet the population’s education happiness is stuck at 50%. Overall happiness is currently at 90% with all the residential, commercial, and industrial needs served and met with set demand, however once again the population is stuck. Any help appreciated.

This bug is triggered with me. Refresh clear cache and restart phone, it will work. When it still not recovered, just play other city until it worked again.
